Special Government Interest (SGI) Waivers

Updated SGI Process 

To increase efficiency and standardization of the Flight By Notification (FBN) and SGI process, the USFS has developed an automated submission workflow using an application called Survey 123.  This app collects all the data required for flight authorizations via FBN or for an SGI, and then submits information up through the approval chain as necessary.  The new tool and process is envisioned to create a uniform product for each submission, reducing errors, and saving time for both remote pilots and coordinators.  

Clarifying FBN vs SGI — Survey123 is the primary channel for submitting both FBN and SGI requests. FBNs are routine flight notifications, while SGIs are only required when operating inside a TFR and when that TFR extends into controlled airspace (Class E2, B, C, or D). When an SGI is required, the Survey123 FBN workflow becomes the submission pathway: selecting controlled airspace (E2, D, C, or B) in the FBN form automatically triggers SGI data collection and routes the package to the appropriate stakeholders, producing a uniform, error‑reducing product that accelerates processing for both remote pilots and coordinators.

All remote pilots should check with their aviation/UAS leadership to determine applicability and usage of the process for FBN submissions using this tool.  

Remote pilots are encouraged to use the new process for SGI submissions, but the old method of submitting a PDF to the UAS Coordinator is still available.

  • Please make sure all personnel in the UMOD are included as Team Members when completing the FBN.  The person completing the form is not automatically added to the module roster.    

  • Monitor FBN timeframes closely. If a module departs an incident earlier than originally entered, please update the record using the UAS Mission Control OPS deck to ensure the departure time reflects actual movement. Accurate FBN timeframes are critical to track module availability, prevent overlap with subsequent assignments, and ensure the national picture reflects real time movement. 

     

  • Updating FBN Submissions (CAO 7/20/2026):   

    At the bottom of each FBN email, you will also see:
    •    The initial submission date and time
    •    The last updated date and time
    •    Who created and last edited the FBN
    •    A direct URL link to that specific FBN, allowing you to edit and resubmit as needed


    This change ensures we’re no longer dependent on a single person to make updates—anyone with the link and access to the FBN system can edit the FBN.


    With this improvement, it makes sense for UASM/P to keep their FBNs current. As crew members or mission dates change, they can adjust and it will just send an update to everyone on the notification list. This will help keep module personnel and aircraft details up to date throughout an incident, and allow corrections if errors are found so we’re always sharing accurate information. I will leave this up to each region how they want to enforce this, but it will hopefully make it easier for all.
